When I have equiped items 1 level above mine, their stats get removed when I fight in the provincarium arena. I have the praetor's seal activated, which allows me to use items 2 levels above mine. Expeditions work well, but not the arena
I can't remember the exact wording it uses so maybe it doesn't describe its effect very well, but what the seal does is allows you to see items two levels higher in the market and auctions than without it. But the max level item you can equip on your glad doesn't change and for arena fights the higher level items will be removed. At least if I am remembering correctly.
"You are able to use items which are available 2 levels above yours"
That's what it says in game, and unless changes were made that's how it functioned last year at least
If it was changed then the seal is now worthless and pointless to use
