cooldown time ct participation status passive/active

Slowserver players are already complaining that it's not fair to be together with speedserver players in the arena, bad idea, it could be abused.

There are more things that are using the default time (events for example), and yet the speed is x5.

I have a better idea

If you want to have everything x5 then premium accounts and pacts should also last x5 shorter.

Let's not forget about microevents...
