i think you should think about a items that gives this buff. we have players from everywhere with different times zones and some people who works and different times.
If they return and they dont get this buff ( because after 4 hours this buff is away for the whole server) then they get unhappy/angry.
So what are you think about a items that gives this buff and the player himself can decide when to use it and when not.
